Any options besides cutting out and replacing? I got a call from an A/C company needing to fix a little mess for their customer that they caused. I've never had that problem, until now

Matt, don't know what different kinds of mastic are used .
I've only used latex (as mentioned, they're not water soluble when cured)

The stuff we've used is more "brittle/hard " than paint and caulk and somewhat "chip offable".
again another WAG, but maybe try to break/crack off as much as possible first by crushing with plirs or vise grips before going for strong solvents/strippers
